Scope from US/Overseas, EBay question

So I was wondering if a scope made in China but located in the US would mean I'd have to fill out an import licence and do all the paper work to get it shipped?
I've heard that an scope from overseas does not need any paperwork at all.
Is this true?
Also I heard there is a $100 cap on all firearms related accesories coming from the US. Is this true?

It's all under ITAR regulations. If being exported from the U.S., it will need a permit. ITAR is a U.S. law, so doesn't apply to areas that originate outside of the U.S.

What scope is it that you want? Is it available in Canada already?
 
U.S. authorities have been known to confiscate firearms stuff being transhipped through their country when the plane just lands to refuel. I don't think they care where the scope was made, once it's in the U.S. I think they will apply their export controls.
