scope issue with 410/22 combo

hey guys, have russian 410/22 o/u. At 30 yrds .22 is bullseye, 410 slug improved choke cylinder high to the right. I understand the high and low problem but why to high right for the slug. is there a way to correct this issue. any suggestions.
(shooting slug was for target practise, not for hunting)

I am not a gunsmith but here is my opinion.

You have 2 different barrels. Joined together but still separate. Unless they are factory aligned they may not shoot to the same point of impact.
The African double rifles had this issue but were adjusted when made.
Valmet double rifle & rifle/shotgun combos have adjusting screws .

Unless your gun can be adjusted you probably have to live with it.

The regulation of two barrels to one point of impact at a given range with given loads is possible but takes choosing the loads and range and then moving the barrel(s).

Your desirable small game combo gun might really shine for you with out the scope.
