Some article suggests that if you plan to shoot sub 600 yards, get 0 MOA scope mount. Above 600 yards, get 20 MOA scope mount.

I want to have a scope mount that I can use for mid to long distance (multipurpose) without having to change the mount every time I shoot for difference distances. Is there such thing?
 
those are very generic recommendations. You also have to take into account what adjustments your scope will have. If you have limited MOA/MIL adjustments, then you dont want to be wasting them because you have 0 MOA mounts but are reaching out to 600-1000 yards. You're asking for a do all be all combination. Select whichever you will be shooting the most, and ensure your optic has enough adjustments to compensate for the odd time you wont be shooting the most common distances.
 
I run 20 MOA rails on all my LR rigs. The scope I have with the LEAST amount of internal travel has 75 MOA built in, it still allows me to have a 100 yard/meter zero, and run it all the to 1K with out running out of room in the scope.

What caliber you shooting, and more specifically what bullet and approximate speed? What is the range your wanting to shoot with approximately?
