My life has been testimony to me missing the obvious so please be kind in your responses. I've mocked myself enough already.

In one hand I have an SVT-40 with mount rails. In the other hand I have the repro SVT-40 scope and mount (here if you need a reference).

The question I have is: My SVT receiver cover does not have the grove necessary for the mounting pin. Realistically, outside of modifying the receiver cover or the receiver itself (neither is going to happen), how would I be able to mount this scope? Or am I placing an ad on the EE for a mount and scope?

If you want to keep your rifle unmodified, which is very wise IMO, then you would not be able to use reproduction mount. Repro mount and original mount could be mounted _and fixed_ only on the rifle with notch (read - original sniper or repro/fake sniper). If you still want to have optics on SVT your best choice will be something like this
