scope mounts and base question

Hi all,
Is there an advantage to have a rail screwed in the action and then weaver style scope rings, over some bases that are srewed directly on the rifle action? I've remarked that most guys with precision rifles have their optics mounted on these rails...

The rail could potently add extra stiffness to the action. Also F-class and Precision guys may use angled bases such as 20moa. Also if the rail is good quality the chances of the scope rings being out are less. And you can also bed the rail.

The angle in the rail is to raise or lower the end of the scope that point at the target?

Makes the zero on your scope lower on the dial than it would normally be. This gives you extra elevation if you are shooting at extended ranges.

Well, I have some issue to find a retailer with 20MOA rails for a browning A-Bolt...

Propher River just shipped me 20MOA base for my XBolt, I am pretty sure they have it for the ABolt as well. I got the Talley.
