I am trying to mount a 3,9x40 scope on my Mini14. The problem is the rings supplied with the gun allow the front of the scope to sit on a small lump, or protrussion on the top of the fore stock instead of down all of the way into the ring. Can I file down this lump, must I get a smaller diameter scope, or must I change the rings. Any help would be greatly appreciated.

Don't file on the rifle! Either get higher factory rings or go with a scope with a 32, 33, 36 or 38mm objective lense [depending on the clearance with the "lump" you are refering to...

Is the lump on the top of the plastic hand guard?

I once owned a mini-30 whose hand guard had been "pre-filed" for me. It shot fine...

Yep, and I wuz' the one what done the Pre-filing'" on that rifle...:p

Yes, the lump is on the top of the plastic hand guard. I would like to keep the scope, it is a Bushnell 3-9x40, that fits the gun well, and has a good view through it. I would only have to remove 060" to .100".
