Scope problems- elevation??

I just mounted a PO 6x40 on my Toz 78 and when I took it the the range I found that at 25 yards the rounds were passing right over the target. I cranked down the elevation until all I could see was the tip of the top chevron and even then, the rounds were hitting the top 1-2 inches of the paper. I can't figure this out, is it because I have the scope mounted too high on the gun? I presently have high see through mounts so that I can use the irons but I will get rid of them if anyone thinks thats the problem.

Loosen the two screws on the top of the elevation drum and turn the knob some more!!! The elevation dial has a stop on it so you can come to the bottom quickly. Loosen those screws and the dial will move more.
