I have a number of Swede M38, M96/38 and M96. I use only the S&K Scout Mounts for the shooters I have. Here is the scope that works excellent for a 6.55. Would not use on a K98 or a Mosin though because of possible recoil issues. But has worked for years on the Swedes. Many, many of us use them. They are on sale right now.
Yes, I believe they do export as long as legal to certain countries. If you look at their export policy, these are not prohibited. Night vision is another animal.
