I'm nearly 100% positive that it is repackaged Norinco red box ammo. Like you said, factory #311, 2023 production year. The price with an HST comes to about 72c/rd which is much too much for rather crappy ammo (a steel jacket&case). They added the cost of a plastic container? Personally, I don't need a plastic ammo container.
 
I remember one retailer had an auction going with many Norinco Red boxes listed as "box damaged“ or "water damaged box" late last year.

and another retailer listed Norinco Red boxes on their website as "water damaged box" for slightly reduced price.

2 to 5 duds a thousand is decent stuff? That is absolute garbage to me...
And it's mildly corrosive too. This and the Yugo stuff Bullseyes North is selling are both marketed as non-corrosive when, if you look into it, it is. Better off just getting the cheapest crap and call it a day for plinking ammo. Some companies are just capitalizing on a post Russia import-ban ammo scene in Canada with desperate shooters. Now the question is if it's the suppliers tricking the businesses into buying their stock or the businesses selling it off, fully knowing what it is...

Norinco red box 500rd was at around $269, last year
sure there are added plastic can and charge of some labour hours, but still quite a scalp I consider
