Either way, even if you have a wilderness ATC and shoot a charging bear, there will be an investigation for shooting said bear out of season/without a tag and with your sidearm. It's better than being dead, but likely a legal battle after the fact

How would they investigate you if they don't know who shot.

I mean why would you report it if you new you would be investigated.

Because reporting it is what you are supposed to do.

It will be far worse if you get reported for shooting the bear and not self reporting like you are supposed to.
