From the U.S. side, it'll depend on what pistol. Some are not allowed into the States under any circumstances. Anything made in China, Russia or Lend/Lease firearms, for example.

I gave one to a visting American. he took it home and registered it.
I advised the Feds that the gun had left the country, permenently and please take it off my list. They did. No questions asked.
Needless to say, I trusted the American to do the right thing and regsiter it there in New York State.
Yes, I know rules were broken. But the Americans were happy to register an unregistered pistol and the feds seemed delighted that one of those nasty things had left the country.

I would suggest that the simplest procedure would begin with the American obtaining a PAL. Once the American has a valid PAL, the transfer is easy.
