When you sell a lower, do you have to somehow record which upper it came with?
If I sell a lower with an upper that I bought separately, or from another complete rifle, what do I have to do to satisfy the legal requirements?

Probably depends on what the registration certificate says. If it says the barrel length I would try contacting the CFC and switching it to frame only, then sell it and do the transfer.

You dont have to do that, the firearm is the lower, the registration goes with the lower. The upper can be sold to anyone in Canada no pal required.

OK. That sounds simple enough. I was wondering how they track the upper as when I bought my upper I didn't get any paperwork.

they dont. They track barrel length of the lower.

AR lowers don't have barrels.

And I don't give a toss what the CFC says. If the CFC said the moon was made of cheese, that wouldn't make it so. This is a case of the law being written by morons who don't understand reality and the endless bureaucratic attempts to make a stupid law fit reality. The law says you have 30 days to inform the CFC of any changes in the registration. Store the upper apart from the lower and ignore the reporting requirement.

If you are selling the lower only and the registration doesn't say "frame/receiver" only then you will need to change it before you can sell the lower only. You can do it at the same time you are calling in the transfer.

I agree

I dont c how that matters, the upper is not registered, and can be possessed without a pal. Same goes with a pistol frame, you can sell the frame and the barrel seperately, there is no law against it. Anyone can own a barrel, slide and gun parts other than the receiver, its the frame/receiver thats the firearm under the firearms act. I can take a glock 22 frame and sell the barrel to anyone and buy a 9mm conversion barrel and im still abiding by the law. If you sell it whne you transfer it say you are selling the lower only, and you are selling the upper seperately. If they ask who you are selling it to, say mike from canmore. I was recently told that you may also posses ammunition without a pal in Canada, but i have not yet looked into that.

If the thing is registered as a firearm, there will be a barrel length associated with the registration. This can be dealt with when transferring.

I once sold a lower that was registered as complete.... I forgot about that.... The CFO changed the registration at the time of the transfer

I didn't say you couldn't sell the upper to someone without a PAL did I? All I stated was that the CFO will require a change of registration if selling a lower and there is no associated barrel length and there was previously.
