SFRC new surplus 7.62x54R, year of Manufacture?

The add says 70s production. I have some 1975 production russian silver tip and it shoots well enough it shoots groups 2 times bigger then 182gr PPU in my rifles ( about 3 inches instead of 1.5 inches) except for the odd flyer ( about 1 in 50).

That would make it false advertising..but I read Bulgarian is just as good as the others
