Shaved Bear?

Having no experience in these matters, I didn't want to debate a buddy who sent me this pic. He says it's a fake (not that he's hunted any blackies either), I'm non-committal either way.

So here's the pic. Would someone let me know if this is real? Thanks folks.

It is not a Black bear...it is a bear from South america and had.some kind of mange.. it was on utube.
