what is RCBS #16 for? Are they interchangeable with other companies?

Speer reloading book tells me I need a #10 for .223Rem but I got Hornady dies and it tells me to use #16. So I bought the #16 and started reloading found it was not tight where the rim is. Need to pick up a #10

I'm suprised. I use the Hornady #16 for 223. I also use Lee shell holders. I'm impressed with the tolerances on the hornady.
