Shimming scope bases.

Simply make shims out of brass, aluminum or steel, get longer screws and place the shims between the action and the base and tighten the screws down. Check and adjust screw length to make sure the screw does not bottom out in a hole or protrude into the action and cause a problem with the bolt clearance.

NEVER place shims within the scope rings... that changes the internal diameter and can squeeze a scope and damage it.
 
not related to shimming as i have never done that but by the look of the pics could you not just re-work the bolt handle a bit to get it away from the scope without much hassle

i am not nor have i ever been a gunsmith therefore if i am incorrect in this it is because i usualy work with trucks and the like and usualy when something metel needs to be moved we heat it with an oxy actylene torch with a light tip and slowly work it in the way we want, if this is a process that will affect the bolt handles structural integrity or cause future damge follow advice of "professional gunsmith" like guntech (who from what i have heard is one of the best)
 
on a 7x57 mauser 98 i had the same problem with my scope of choice. i carefully files a little material off the bolt handle where it rubbed then repolished the bolt handle. as the bolt was in white it didn't need bluing and it was an invisible mod. was a better solution for me than shimming.
 
...................Took the bolt to my bench grinder, grinding enough material off till it cleared the scope. and spent the afternoon polishing the piss out of her with 400 grit sandpaper and a dremel with a polishing bit and turtle wax rubbing compound. Turned out not too bad.
