Shipping primers

Shipping to you or are you shipping?

In the last month or so I've had primers delivered by Canada Post from 2 different site sponsors and I'm waiting on a few more 'in the mail' from another.
 
I just got a few packages of Federal primers shipped Canada Post in an XpressPost bubble-wrap envelope. Was stuffed into my mailbox. Other times I've had them ship out in plain brown boxes also via Canada Post.
 
As a seller on the EE how do I legally ship a couple pounds of powder and what’s the approximate cost?

Rarely worth it. It needs to be shipped via courier, and they will charge you Dangerous Goods fees. It shouldn't be hard to find someone local (or willing to drive) if you have desirable powder
 
Are hotshots registered mail deliveries? I was thinking just to call around and have them pick a package that contained primers? Not sure how mail carriers and hotshots are licensed/registered. But could certainly solve my issue of no ups deliveries to my city.
