Tiriaq and Jerry have outlined the slaient points, but to be clear... The exporter is required to obtain a license to export (a "blanket" permit) BUT they are also required to obtain a license to export to you specifically, and that requires the IIC from you through te DFAIT.
The US and its agencies are not to be trifled with. There are companies exporting stocks, scopes and even barrels either out of ignorance of the law, or in spite of it.
My advice to you or anyone wishing to import a firearm ANYTHING from the US, is at the very least CYA with an international import certificate. It demonstrates due dilligence. They are free, you can apply on-line and they are quick. I would send the papers down with your order, and any failure to abide by the laws will be 100% on the exporter. It still doesn't mean you'll get your item if it is stopped, but it may keep you off a no-fly list or out of Guantanamo....
