Shipping to U.S. seated dummy rounds with seating die?

I spoke with a representative at Forster regarding a problem with a micrometer seating die. I offered to ship the die and the rep requested some samples of seated bullets to understand the issue.

I am not familiar with regulations in this regard.

To ship empty cartridges with seated bullets with the seating die...will this be problematic?

I'd put a note in the box for Homeland Security with contact information JIC you get a dummy[ without primers} I sent 10/ 9.3/286gr Hornady bullets back to the Hornady lab for testing and did that.
 
Make sure you specify INERT/DUMMY CARTRIDGE on the postal customs form, and put that note inside the box where US customs will find it if they do a secondary inspection.
