No one manufactures rifled slug barrels any shorter than 20" and you still couldn`t cut them any shorter than 18.
Your entire post makes no sense, you mention you want a rifle, in the shotgun section and then spot a bunch of stuff about 18.5" and under being restricted....
I've always wanted a short barreled bolt action rifle sending a huge chunk of lead down the range. However, anything having a barrel shorter than 18.5" is considered restricted. So, I'm just wondering if a bolt action slug gun with a short barrel could be a good alternative. I'm pretty sure there are no manufacturers of short barreled slug guns, but what is the law regarding having a gunsmith shorten the barrel vs re-manufacturing?

Wrong. You can't cut the barrel on a bolt-action shorter than 18". But you can have a manufactured rifle with a barrel less than 18" and still be legal.
Why anyone would want a bolt action shotgun is way beyond me. Especially a short barrelled bolt action shotgun when you can buy a 12.5" barrel for an 870 and have more magazine capacity and reliable feeding.
