Shortening a pump shotgun

I am looking for some advice on shortening an old pump shotgun. It currently has a 28" barrel which seems a little awkward for normal carry or use in the field. I am considering getting it cut down by a gunsmith. My intention for it is to use it as a "truck gun" when in the mountains camping, etc.

Question #1 - How would the gun (pattern) be affected by chopping the barrel
down to 18"?

Question #2 - How much would a service like this usually cost from a gunsmith?

Question #3 - Does the gov't need to know the new length, etc?

1. you would go to a cylinder choke which has a wider pattern
2. varies - you need to get the bead replaced and the barrel crowned/refaced - $35-$50 ball park (may be off here it;s been a while)
3.As long as you dont go below 470mm ( i believe that's the number) there is no need to advise the gov't as the registration info doesn't change. if you cut below that its' prohib and no gunsmith will do it.
 
What kind of "old pumpgun"? Some of those old girls can be on somebody's wish list (like mine). It may be far from a collector's piece, but let's find out what we're proposing before we bring out the guillotine.
