I am wondering how hard it would be to get the barrel shortened on a MR223. Is there anyone here who has had it done or knows who could do the work? Or even knows of someone who has had it done. Any information would be very helpful, thank you.

Illegal, AR barrels must be of new manufacture and cannot be shortened in any way. You would have to source a new HK barrel in the size you want to have a shorter rifle legally. Unfortunately the shorter barrels are basically unobtanium from HK.

I think the better question is: how hard is it to swap out an MR223 barrel?

Can you just buy an S&J 10 incher and go through a regular AR-15 installation process? I somehow doubt it, but I'm sure there's a way.

This is wrong, AR barrels are no different than any other rifle barrel. Any barrel can be shortened, but only to 18", as noted by Caleb314. If the original barrel is shorter than 18" it cannot be shortened and must be replaced with a new manufacture short barrel.

Which is what I thought. For some reason Alberta Tactical Rifle is saying you cannot cut an AR barrel at all...they stated this in the PDW thread. I asked them to clarify they have ignored my post. I figure that is where the confusion is coming from.

A PDW, for Personal Defence Weapong, is a short barreled firearm, one with a barrel already much shorter than 18", thus making it illegal to modify in lenght.

This is mostly true, however things get very ambiguous when referring to AR-15 pistols (which are recognized by the RCMP).

The CC reads:
(b) a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted,

(i) is less than 660 mm in length, or

(ii) is 660 mm or greater in length and has a barrel less than 457 mm in length

It mentions a firearm that is adapted from a rifle or a shotgun. Not a pistol....
