Long story short, I found a 20ga H&R Model 48 Topper Made in Canada behind the hot water heater at the cottage. The forearm was taped on, firing pin & spring was removed. I think I dated it to mid 50's.

So I cleaned up the rust, Happened to find a new forearm and hand fitted it. The barrel is slightly pitted, but nothing super serious. The action locks up solid IMHO. But I can fit 4 pieces of paper between the breach and barrel and there's a bit of side to side wiggle. If I was to say test fire it, think it would be safe?
 
It's not overly complicated to repair it so it fits tighter, although time consuming if done properly, try a shim of the right size in the lugs to snug it up so you can test fire it. Then decide if you want to repair it properly.
 
Cut a shim to press into the hook in the barrel lug. Use an aluminum Coke can, cut a strip 1/4" wide by 3/4" long. Double up if the gun still is loose, but one strip is good enough usually. Just fit another when that one wears out, which will be a long time for a gun with occasional use Don't spend any money on the gun.
