cant realy see the need for one, its just a wide open hle with a flange recess that is larger than the primer flange.
Shotgun hulls are cheap and the main reason for culling a hull will be due to splitting at the crimp .
I have found that different primers have a different diameter.
Some Fiocchi primers are larger than Federal or Winchester primers.
Some hulls that I reloaded with Fiocchi primers would not always keep a Federal or Winchester primer in place if I reloaded them again.

I have one, but have never actually used it. Bought it for less common hulls like the 16 ga. but it's just insurance.
