Sight hole drilled through barrel into bore??

Alright CGN'ers!! I have purchased a Parker Hale/CIL 1200 off the EE recently. It arrived today and upon inspection of the barrel internals the end of the bore looked funky. Closer inspection via bore light shows an indentation inside the barrel (looks like sight screw hole was drilled through into the bore) as well as rifling missing. I can only assume it's where Bubba ground the end of the newly installed mount screw. The front sight base is also quite loose but the only way to access the screw is knock out the bead which I don't want to mess with.

My main question
1. Is this safe to shoot?

I already surmise the accuracy will be off based on the condition of the muzzle. Also thinking the only way to fix it is re-barrel or have it cut and re-crowned.

PH front sight ramp has two dowel pins, plus the single screw. Very little barrel wall between the bottom of the holes and the bore. You might be seeing a dent pushed from the bore into a hole. I would remount the sight further back, and then cut and crown.
 
If the hole goes through into the bore near the muzzle odds are it affects accuracy. If there's a screw projecting into the bore I'd say it's almost 100% likely that it does. Safety is a whole other matter. Odds are if it is in fact drilled through you'll want to remove the front sight and see how it shoots with what is effectively a badly made port (might be ok?), or just cut your losses and have it cut and recrowned.
 
UPDATE! I just drifted out the sight and removed the screw. Not drilled through and I'm guessing the marks I'm seeing are the pin indents. Other than that I guess the muzzle is just in really rough shape.

I have seen a lot of PH rifles with cracks connecting the pin and screw holes, sometimes with the front sight ramp blown off. Snow, whatever, in the muzzle. PH barrels are quite hard, and those three holes, coupled with very little metal between the bottoms of the holes and the bore create a serious stress point.
If you use a scope, cut and crown. If you want an iron front sight, remount and cut and crown.
 
I believe cut and re-crown may b in order as there is definitely a black ring around the bore in this very same area. I used KG 12 brushed it for 5 minutes then more KJ 12 left to soak then probably 30 patches through and these dimples and black ring are still there very visible. Possibly a bulge (pressure ring) I won't chance shooting it like it is.
Gun will be scoped so will just forget about remounting a front sight.
 
Not exactly the same but similar...I had acquired a win mod 70 on time that the young fellow that owned it before me had dismounted a quad over the handle bars, driving the muzzle into the moss he landed in...following hid dad's instructions he "pulled the trigger" to just clear the muzzle obstruction. The consequence was a split muzzle about an inch long.

I "cut & re-crowned" that rifle and used it for quite few years to fill a lot of tags after that.
