I have a Savage model 12 BTCSS Thumbhole in .223, After mounting first scope just useing weaver 2 peice bases, weaver rings, bore sighting headed to range. Found that rifle was shooting to the left far enough that I bottomed out the windage setting on scope. Put on a leupold scope after that, same problem shoots 2 inches to the left at 50yrds with windage bottomed out. Changed bases, rings and scope for third try same problem. The rifle groups 5 rounds under an inch but 2 inches to the left. The rifle is new belongs to a freind of mine about 40 rounds through it, thinking the base holes were not drilled in line with bore from factory. Can a preson take it to a smith for new holes to be drilled and tapped? Buddy wouldn't mind getting it back in a timely fashion and have heard horror stories on sending it back for warrenty work. The dealer who sold the rifle is great but we have tried to send guns back to the states before with poor results. No more of these guns in stock to exchange either. Any help or suggestions would be appreciated.

You are going to have to prove the fault before you try to get any warranty. Don't take this the wrong way but wind the windage elevation from stop to stop and count turns from full left to full right; go back to half way. Remove the scope and rings from the rifle, look for anything that could offset one ring or the other. Make sure the rings go on lined up...anything to keep them exactly where they are supposed to be? Reinstall the scope with gradual addition of torque spread over the (should be 8?) screws holding the scope to the rings. Bore sight it and see how close you are. Move the windage 10 clicks one way and see where the point of aim is in relation to the bore, as compared to before.

Or use Leupold/Redfield/Burris pattern base and rings with windage built into the rear ring mount. Add Burris Signature rings with the inserts if you need to shift the scope even further.
Centre the 'scope's adjustments, use the mount to get a rough windage zero, then fine tune with the internal adjustments.
 
Check the bedding before you start sending stuff back. Run a $5 bill up under the barrel as far as it will go. If it stops before getting to the chamber area, you have a bedding issue. The barrel isn't floating the way it should. Pressure is being put on the barrel by the stock.
Then put on the rings with a scope alignment rod(two machined pointed 1" bars). Tell you if the rings are out of whack. Brownell's sells 'em, but they're not exactly cheap at $36.95US. Have your scope mounted by an experienced "smith". Bases can be tweaked quite a bit for windage corrections.
 
The base and action screw holes are drilled correctly. The recoil lug and action face are not true. Buy Burris rings with inserts and have it shooting in minutes, perhaps the store you bought the rifle from will have some but Mysticplayer likely has some in stock.
