The star is the Tula marking...
Did you find it on the barrel under gas tube? This is modern refurb mark. In Russia, milsurp long guns have to clasified as "hunting" weapons in order to be sold to general public. This is basically what ОП-СКС means. ГИС 14 means that rifle went through testing at government facility and is good to be fired. You can also find "hunting" ОП-AKM, ОП-ППШ, ППШ-Максим and so on
