Quick question regarding the SKS. I have been having persisting feed issues with only the last round. Is the follower suppose to be able to tilt back and forth or is it supposed to be solid?
The round always ends up feeding over the chamber, sometimes ends up stuck slightly over and sometimes ends up vertical.

The follower has to be able to move around like you describe to work properly. The SKS was designed to feed FMJ rounds. Your soft point may be the issue. My No4 Enfield has issues feeding some soft point ammo

Does it with fmj's as well, Barnaul and Norinco. Almost every round fed from the follower does this. Tried filing the excess material from the bar that is shoved through the follower as well and didn't help...
 
How is the mag pinned, through the follower? One of mine had this happening with the last round and it was the end of the pin that went through the follower that was causing the problem, once I peened it tight and filed it totally smooth the last round wasn’t getting hung up on it and stovepiping.
 
Bad pin jobs on the magazine is probably the most common cause of problems with feeding in the sks. That's where I would start looking.
