SKS manufacturing question

We know the preliminary SKS design was accepted in 1945 and that
manufacturing started in 1949.

Does anyone know why it took so long to ramp up production
when only 2 arsenals (Tula and Izhevsk) were cranking out the SKS
in Russia?

(and I thought it took ages to get projects done here in Canada... :()

1949 is when it was officially became a main military arm (gov't approved), so the production went full scale... The goal was to replace all old main battle rifles (think Mosin) with a new one.

1945 is when gun went into production, but didn't get "approved" as a main firearm. The main firearm was Mosin rifle, but SKS did play a part into WWII fighting.
