SKS, XCR pistol mag adapter

Have searched the site but can't find any info on it. Have the adapter from Bulls eye in London, Ontario. I am looking for advice on the best way to mill out the receiver to have an unmodified XCR pistol mag fit.

The other question I have, is everywhere i look everyone talks about modifying a mag makes it a prohibited device.

I was wondering what regulation, act or law makes this so?? I have looked in the Criminal Code and the Firearms act and I can find no mention of it.

I work in an Emergency not a Court room so maybe its right there staring me straight in the face
