sleeving a 26.5mm flare gun

I have an HK 26.5mm flare gun and I'd like to use 12 gauge flares in it.

I have one of the 12 gauge aluminum adapters but because it doesn't sleeve the whole 5" barrel I'm getting a lot of unburned powder and very poor range, about 30' when it should be 100'.

Before I pay someone to make one for me, does anyone know where I can find metal tubing with an OD of 1.04" (26.5mm) and an inner diameter of 0.73" (18.5mm). Steel, aluminum or brass will do - the pressure produced by these flares is very low.

Alternatively, is there anyone with a lathe willing to take the job?
 
I'm using Tru-flares and bangers from LeBaron at the moment. When these are used/expire I was thinking of ordering from Margo's.

What flares are you using?
