In my experience it's more about powder than about cartridge. If you load 357mag with TG or hp38, use normal primers. If you load with h110, use magnum primers. Same for 44magum. If you load them with h110 or imr4227, use LPM, otherwise use LP.
You have a box and want to use them up in 9mm? Go for it. No harm.
They have a harder cup to prevent cratering in high pressure revolver loads. A cratered primer will bind the cylinder.
They also burn hotter/longer for igniting ball powders, like H110/296.
No reason not to use them in 9mm. 9mm is a 35,000 psi cartridge - just like a 357. A 357 needs the magnum primer for full power loads, but the 9mm does not, because a cratered primer does not matter in a semi auto. If your 9mm is a revolver, it needs the magnum.
If you switch to a magnum primer in 9mm, drop the maximum powder charge by 0.3 gr.

You hit the nail on the head. Faster powders; reg small primer. Slower powders; magnum primers.
For 9mm reduce loads 5% when using magnum primers for starters.
BTW, if you are loading 9mm or 357 and are out of pistol primers (regular or magnum) try small rifle primers. Load a few and fire the primed shells in your gun to make sure the bang. If they do, carry on. They are similar to a magnum pistol primer.
