So what is the absolute smallest lightest actioned 410? I would like to pick up one for my boys. I can reduce the loads if need be and maybe the wood but the lighter the gun the further they can walk ;)

.410's. If you think you want one ( or two ) hurry up before they're gone.
( Can't for the life of me understand why they're not "Restricted" ! )

While I've never used the 12 inch gun, I doubt its effectiveness and range as soon as I look at it. I had a single shot 410 made in Brazil with a 26 or so inch barrel, and a 3 inch chamber and it was great to shoot. Manual hammer was the safety. It was full choke. I think you could likely find something 24 inches or so. If you need less, you might want to get a barrel cut to 20 if money is no object. I just think 12 inches is a bit of a novelty for shotguns. What would you kill with it? Snakes fron 10 feet maybe, but that's of no real value in Canada. Might be useful in Arizona or something. Overall though, single shot is the way to go. Only one steel tube to carry - there's a good bit of your weight right there.

they are over 26" overall which is the law for restricted. (about 30-31")

there is a law on how short you can cut a barrel down to (18") but there is no law on how short a factory can make them.
 
When you talk firearms for kids, my mind tells me Rossi. Might not be the lightest, or the shortest, but at less than 6 pounds it's acceptable if fitted with a proper sling. The 22 inch barrel could also be cut down to 18 inchs (the minimum as scott tells us in a previous post. MSRP of 117 US$, so it wont break the bank either. OF course it's single shot as always in kids shotguns. You should give .22 and .410 "survival" combos also. Cheap and usally very light. Check out Springfield and Henry for survival rifles.

Just for the record I do alot of .410 shooting. Most the guns people have mentioned come with a "full" choke. The last thing you want to do with a .410 is cut the choke off of it. There's not that much shot in a .410 to start with and not haveing a choke on it isn't going to help in hitting anything with it.

What about a NEF Tamer? 6 lbs, storage for ammo in the stock, plus it's stainless and it looks cool :D Your kids would probably love it. Russel's advertises them for $169.99.

Well I went to the gun/archery shop (Wolf's Den Sporting Supplies in Utopia Ont) and instead of the Boito 12" barrel .410($169.00 not $139.00),I picked up a Rossi single .410 w/24" barrel for $139.00, I figure I'll wait till I get back to Alberta and P/U a NEF Tamer like the one above ^
This Rossi model is perfect size/length & weight for my kids.

What you need is not an overly short bbl, but rather a shorter stock.

I just paid a trip to the local store and tried on some Stoeger over/under in 410 (chromed) and some blued sxs, in 410 and 20ga.
They have short stocks and I wouldn't mind shooting them, but I was looking with my son and wife in mind. Both really short.

I have a backpacker and the length is 12". A no-no in US.
I got 5 grous in one session last year.
a 3" .410 #6 has 97 pellets. A 2 3/4" 12ga. #6 has 192.
Is it really that big of a difference?
I got a 7 year old that likes shooting it, but the short bbl makes for a big noise,,,,, If I was to buy one I'd get the sxs or o/u with a smaller stock. They were about 4-500$.

If you're good with wood, you can go on a budget, get the backpaker and shorten it a little bit.
One bad thing about the 410 though : no chokes. ever.
