Smith to ream revolver chamber throats?

I have a Webley, shaved for .45acp.
I'm using a soft cast .452 bullet, but the throats measure .448/.449.
Is there anyone in Canada who could ream the throats to .452?
What should this work cost?
 
Just wondering...
Would it be worth slugging the barrel, then reaming the throats to suit groove diameter and using bullets sized to fit. You might find that .452 is undersized for the barrel.
The Webley used a hollow based bullet which would expand. Don't know why the throats were made undersized.
 
I will slug the bore when I get a chance, but a .452 cast bullet doesn't go in the muzzle or far into the forcing cone.
And yes, a hollow base would probably help, but I want to use cheap home cast flat base.
