I have a Husky 1600 in 30-06 that has a pretty rough action. I'm not too impressed with the smoothness of the action, believe it or not but the bolt on my Mosin Nagant actually runs smoother! I can actually see this causing a problem for me on a quick follow up shot.

Is there anything I can do to polish the bolt running surfaces and make this bolt less sticky? The bolt an action are really clean and are well oiled, so I don't think this is a problem.

Any tips?

Use toothpaste on the lugs and action ways, sit in front of the TV and work the bolt back and forth. Clean every once and a while, use fresh toothpaste. My uncle was a master gunsmith and he said doing this for several nights in front of the television would smooth it right out. By using toothpaste you don't have to worry about it being too abrasive. Also your gun can smell peperminty fresh.

Valve Grinding compound. I thinks it's also called valve lapping compound or something like that... Anyway apply some on the bolt, stay away from the bolt face 1/2" ant work it in...Available at napa etc...

Remember not to close the bolt as this will grind the locking lugs as well and may well adjust headspace in a not so good way.
I knew a guy who did this to his Model 700 remington and wound up with more headspace than he was comfortable with.
