Snaring Cottontail Rabbits.

quick call to the local game warden will get you their answer, which is the one that really matters. I'd be very careful you don't inadvertently snare other animals as collateral damage in any case.
 
Not sure about the Vancouver Island but most places I have gone, all you need is a small game license to snare rabbits. Check hunting regulations under small game for a more definitive answer.

I snared alot of rabbits in my youth and never once snared anything else. That should be the last of the OP's concerns. He's going to have a tough enough time snaring rabbits on Vancouver Island given they rarely have snow. Without snow the old bunnies can travel anywhere they like.
