Technically no, but most places WILL want to see a PAL for black powder purchases as they don't differentiate between black powder and cartridge ammunition. Worst case, you could make your own powder - istructions all over the net
what about flintlock pistols, are they still restricted or are they excepmt as well? (probably prohibited or something knowing how our laws work

what else do I need besides the gun, powder, and balls?? be very throrough as I know absolutly nothing. when you buy a gun will it come with everything you'll need?
short starter, nipple wrench, powder horn, priming horn, flint knapping hammer, cow's knee (if you hunt in the rain), possibles bag, black powder solvent of some type, patch knife, patch material, screwdriver or other ####-screw instrument to tighten in your flints, scrap leather to hold your flints in the ####, flints and a patch worm.
Can you carry a flinter loaded in your vehicle when your hunting?
Yes, if the pan is not primed.
Whats a good fairly cheap flintlock? I was looking at Thompson/centre arms but Im not sure on the prices of them.
T/C Arms Hawken, Lyman Great Plains or Trade Gun, Pedersolli and some Armi Sport Kentucky rifles are all good "off the shelf" guns. the Pedersoli and Armi Sport guns require shorter flints. Avoid Traditions and CVA - they are junk. Lyman is probably the best buy.

Only if you know how to use them properly
oh and do all flintlocks have that double trigger thing? I forget what they called the second trigger but you know what im talking about.
Set trigger, and no, not all of them have them. Depends on the model you opt for. The set trigger will still fire without "setting" it. You only use the set feature for longer range shots that you have time to set up for.
whats the practicalities of trying for small game like partridge or squirels etc with a flintlock? im thinking Id like to get .50cal so we can use that as a refrence for hunting situation. how big/how small of game would a .50cal flinter be good for?
I wouldn't shoot a partridge with a .50 cal ANYTHING. If you buy a smoothbore fusil or similat musket, you can shoot shot in it as well as patched round ball. Don;t shoot shot in a rifled bore though. Most small game flint hunters get a .32 cal squirel gun or they get a black powder shotgun to begin with.
like i said, I really know nothing about M/L at all, I really have no idea of their capabailities or limitations so please be as detalied as you can.
