I would say yes, although not really a Bubba if done right,more like his slightly more sophisticated cousin Barry. Either way, not the best thing to do. What gun is it?
 
Cover your bases.......Just helped a gent out doing the same thing with a Commercial MkIII Ross. I gave him all replacement parts to experiment on so he wouldn't mess up the originals- came up aces! Don't mess with original parts, please. Slightly more sophisticated cousin Barry down in sunny Dixie.

Not enough info. How was the work done? Is it safe? How does it look?
As you've stated it, you're asking whether gunsmiths are bubbas.
 
I'd say it depends on if it's reversible or not. I turned a 50lb trigger pull into something far more reasonable on my M91/30, but I didn't modify any existing parts, just added a spacer which dropped the sear slightly.
