Soldiers pose with plastic guns???

Am I seeing things but it looks like the picture that was released of Corporal Kevin Megeney he's holding a plastic C7? Why?

It is a C7 training rifle -- used for bayonet training -- and in this case was used by the base photo techs to use for the photos
