Sort of milsurp ? help with some badges

So I got these in a huge lot of stuff. The gentlemans father was in the Navy and took a number of items from some uboats at the end of the war. So the story goes, he got a clock some binos etc.#

So these were in the lot. I looked through my naval insignia book and they look almost identical to the petty officer badges although I can't find brass ones like this.#

So are these fantasy or what are they ? I have been searching Google and dealers for the last couple nights and can't find anything.#

They look like WW1 German navy badges.hey are likly stamped out of very light metal.
