It is a Heavy 10, which can be an excellent gunsmithing lathe.
Looks as if it is hurting from poor storage, needs a really good cleaning. This is an elderly lathe, but if it not badly worn or damaged, it would be capable of doing good work.
If I were looking for a lathe, I would certainly inspect this one. Might have potential.

I've seen worse.

If someone was serious I'd suggest Ford Machinery in Richmond Hill. Was there just before Christmas and they had a couple nice units in stock. Ended up finding one locally that I'm close to getting back up and running, but otherwise I was pulling the trigger on one of their South Bends. The price on the web is wrong btw. It's $895 negotiable, not 18. The Standard Moderns were what I really wanted but I didn't have the budget for one :(
 
Problem with southbend is their un hardened beds wear...rirht next to the chuck.
If you have a SMALL V block you can measure the bed thickness between the top of the V block and the bottom of the bed (assuming no one has painted the underside of the ways.
Measure linerally starting at the head stock and every inch towards the tail stock. (The front prismatic way being the most important and wost likely worn)
If there is more than about .050" bed wear then she'll need to be re-ground.
A faster way is to measure the headstock end and the tailstock end then measure where the carriage lock slips free when it is traversed while partially applied (about 3-6" infront of the head stock)
 
There are four Standard Modern 16x40 lathes on Crown Assets right now, starting bids at $1000. All located in Halifax and ending in a day or two.
