I shot some last week inside my garage at home, at 20' they were giving me reasonable groups, 2" - 3" or so and I am not a skilled revolver shooter.

I have a bunch of the 44 ones. Bought them at custom gun in Edmonton, many years ago. EBay would probably be your best bet. Or a 3d printer. - dan
One may even find them at the local Gun Shows.
I always see them at Chilliwack in the early spring.
But, as mentioned a site sponsor might be the first place to look unless there is a big Gun Show this weekend near you.

A friend will be house bound for a few months after surgery and is looking for a way to practice at home.
looking for at least 10 bullets and cases in 38.
I had some myself way back. Tested a sorry condition Vietnam era flack vest with them.
Warning. The vest pads tend to drop down and leave exposed areas only covered by the nylon.
These plastic practice rounds will leave a welt on cloth covered skin.
