No, it means that you have to test for and pass the Possession Acquisition License and the Restricted Possession Acquisition License.

Prohibited Licenses are not being issued. You would have had to get on board back in 1996-ish.

The Socom 16 is so cute though. I know I will never have her but I still like to look. I want a clone with an Enfield receiver fast but not a semi but it does have legit 10 round mags.
