No, it can't. As it clearly says on Wolverines price list for Springfield. The US Stata Dept is not alowing export permits because it has no sporting usage.

Why start two threads about the same topic OP?

Get a Norc M14 and spend half the money in parts and the rest on optics and you'll have something as good or better than the M21.
