so is the height to the top of the mount itself or to the bottom of the saddle where the scope tube fits?

Height
The height of a mount is always measured from the top of the rail to the center of the scope. In the case of a tilted mount the measurement is made at the rear of the mount.

thanks. i missed that.

so on the one i posted. 30mm from the rail to the center of the 34mm scope. 30-17= 23mm from the rail to the bottom of the tube.

Well, it should be 13 mm from the top of the rail to the bottom of the tube for a 0 cant mount. You are off by 10 mm by subtracting 17 from 30 )))
