What is the best way to square a stock (Rem700) to install an aftermarket (grind to fit) recoil pad?

OR

what's an average cost to have a gunsmith do this?

I use a table saw and a scrap board as a sled. Use solid blocks to level stock until butt is perpendicular to table (and therefore at right angles to the fence. The stock pitch can be matched by adjusting the mitre gauge against the side of the sled board. Secure with inner tube strips in hooks mounted in board, tape stock where it will be cut to prevent splintering and use your finest (highest number of teeth) sharpest blade.
