Is the squires bingham model 16 .22 with collapsible stock non restricted?

Yes. It's also an affront to design, beauty, art, and everything that's good.

It's my understanding that the barrel length is 18" (good because it's rimfire), and the receiver will make up the other 8" for a legal over-all length.

For some reason, they never made it Prohibited just based on its shape being [poorly] copied on the M16.
