Stained barrel

Ive got a handgun barrel that seems to be stained...unsure how it got this way, it was like this when I bought the gun used several years ago, it hasnt gotten any worse over time !

Its not a blued barrel, and when you look at it it almost looks like it should be rough to touch ( kinda like its pitted or worn ) however its smooth !

This is on the outside of the barrel.

Is there anyway to remove this ??

RT: When you say it is not a blued barrel, does that mean it is stainless steel , nickle plated or bare metal. Also what type and make of firearm ? I have a Stainless Steel S&W 686 that gets stained or discolored after it has been fired a lot. It cleans up to look like new with a lot of elbow grease, particularly around the front of the cylinder and the back sides of the barrel.
