Starting to test the waters of long range shooting i would like to know what rifle and scope combination would be best for starter thanks in advance

Start with the best that you can afford. A decent scope is most important. If you start with a crappy scope, that doesn't track and or has bad glass, you'll likely get frustrated and give up.
