Found a very nice AH Fox Sterlingworth 12 ga, 2 3/4 chambers, early production but it is full full. Does it make sense to try and convert to modified?

Its your gun if you want to convert it go ahead, bear in mind that once you alter it from its original condition its collectability becomes some what diminished.FS

Apart from affecting the value of a collectible classic American double, do you have any reason to believe that the barrels are appropriate for steel even if the chokes are opened? Non toxic non steel shot options are available, and are particularly useful in situations like this.
But, hey, its your gun. If you wanted to saw it off for Cowboy Action shooting its your business.

If you plan on shooting steel shot in it, then it makes sense to open the chokes up so the barrel will not be damaged.

If you do that I would recommend opening the chokes to Skeet I and Skeet II and altering the forcing cone as well.

As previously mentioned this may reduce the value to a collector but it will still have more value than if you split an unaltered barrel open using steel shot.

You have to ask yourself if you want to use a collectible shotgun that basically no parts are readily available for ... ? There are better shotguns to use with steel shot for sure.
